When I applied for my course I had to have a portfolio of art work to show my level of creativity and I had to attend a university interview. 

In the UK, courses can be offered by universities but sometimes the actual classes will take part in an affiliated art college. You may have to apply to the art college directly. For example, I studied at Edinburgh College of Art, but my degree (if I had stayed on the course!) would have been from Heriot Watt University. To get into the Uni of your choice, you will need to look at the entry requirements for that course. It will tell you what grades and qualifications you need.

I can't advise you on the best place to go as I don't know where you are from, but many art teachers at secondary schools will have a good idea of where to send their pupils.
