This was true in the past, though currently only Arizona will allow this career path in the US.
The 49 other states now use the Intern Development Process to determine eligibility for exams and licensing. One of the first requisites for IDP is a professional degree (which is actually a 5 year degree plan at least).
Not certain how the process works in other nations.
